Consejo Internacional de la Música de la Unesco en París referente a los Premios de la Tribuna Internacional de Compositores 2002.
Se presentaron más de 90 compositores de 35 países abarcando Europa, América, Lejano Oriente y, en la categoría de mayores de 30 años, presentado por la Fundación Encuentros Internacionales de Música Contemporánea, resultó recomendado el compositor argentino Federico Martínez. En la categoría menores de 30 años, el compositor argentino Daniel Vacs resultó el ganador de la selección que, por otra parte, le valió un premio de 500 dólares y un diploma otorgado por el Director General de la Unesco. Por estas mismas razones (dos premiados de un mismo país), la Fundación Encuentros Internacionales de Música Contemporánea recibió del Director General de la Unesco el Premio Picasso-Miró que la Unesco otorga a las instituciones que se distinguen por la difusión de sus artistas. Recibió en nombre de la Fundación Encuentros la compositora y delegada argentina Prof. Alicia Terzian, quien, a su vez agradeció a la Unesco y al Consejo Internacional de la Música por tan importante distinción.

2002 International Rostrum of Composers Results
Dreaming River for orchestra (1999) by Swedish composer Anders Hillborg (born 1954) in the general category, and Viento negro (2002) for solo violin by Argentinian composer Daniel VACS (born 1972) in the category of "composers under 30", are the works selected by radio music producers participating in the 49th International Rostrum of Composers held at UNESCO in Paris, June 10 - 14 2002. This year's Rostrum was dedicated to the memory of Guy Huot, Secretary General of the International Music Council and Secretary to the Rostrum since 1987, who had passed away on June 9th 2002, after a brain haemorrhage.
Dreaming River, which was composed for the Stockholm Concert Hall's Composers Festival in 1999, is a highly original orchestral work whose special character to a large extent is created by the use of two Chinese oboes or sona. The rhythm is of vital significance and the percussions are extremely active, driving the music forwards. A constantly changing, sixteen-part weave of strings, which at times is only just discernible, holds together the rhythmic passages and the various melodic fragments. The composer explains that this music sprang from an experience he had in the Maldives when he was "carried by a current just of the coral reef to a point where several currents met, forming a whirlpool. We were sucked into it and swept around and around…" The version presented at the IRC is that of the Swedish Radio Symphony Orchestra conducted by Mark Wigglesworth. The score is available from the Swedish Music Information Centre.
Viento negro (Black Wind) is inspired by the way of playing and the sonority of the indigenous violin players of South America. "In the ancient Inca cosmovision, there is a 'four winds' tradition: the huayra muyu (circular wind), the huayra puca (red wind), the huayra ritu (cold wind) and the huayra yana (black wind). The latter refers to the descent to the underground world (Uray Pacha) and is also called the 'nocturnal wind' or the wind of the mystic death." Daniel Vacs himself was the soloist in the recording presented by Radio Nacional FM (Argentina).Other works were also recommended for broadcasting; these are listed overleaf.
The UNESCO Assistant Director General for Culture, Mounir Bouchenaki presented the Swedish and Argentinian delegates with the UNESCO Picasso-Miro Medal which was also awarded to Mr. Hillborg; a cheque will be remitted to Daniel Vacs.
Organised by the International Music Council with the support of involved broadcasting organisations, the 49th International Rostrum of Composers included 31 national networks from five continents. Finnish Radio (YLE) producer Heikki Valsta chaired the sessions. Next year, he will be succeeded by David Jaeger of the Canadian Broadcasting Corporation who was elected new IRC chairman at the final session on Friday, June 14th 2002.The purpose of this annual event is to foster the exchange of performances of contemporary music between broadcasting organisations: for example works chosen at the preceding Rostrum (2001) were given more than 700 broadcasts by participating networks and affiliates of the European Broadcasting Union (EBU); a number of works were also performed in public concerts.The International Music Council stages other Rostra in various parts of the world as well; among these, the Arab Music Rostrum, the Rostrum of Caribbean and Latin American Music (TRIMALCA), the International Rostrum of Electroacoustic Music and the International Rostrum of Young Performers. These two last Rostra as well as the Composers Rostrum benefit from special arrangements with the EBU. All enjoy the support of UNESCO.

Dreaming River pour orchestre symphonique (1999), du compositeur suédois Anders HILLBORG (né en 1954) dans la catégorie "générale", et Viento negro (2002) pour violon solo du jeune compositeur argentin Daniel VACS (né en 1972) chez les "compositeurs de moins de 30 ans", sont les oeuvres sélectionnées par les producteurs d'émissions musicales radiophoniques participant à la 49ème session de la Tribune internationale des compositeurs tenue à l'UNESCO à Paris du 10 au 14 juin 2002.
Cette session de la Tribune a été dédiée à la mémoire de Guy Huot, Secrétaire général du Conseil international de la musique et Secrétaire de la TIC depuis 1987, brutalement disparu la veille de la session, des suites d'une hémorragie cérébrale.
Dreaming River, composé pour le Festival de composition de la Maison des concerts de Stockholm en 1999, est une oeuvre orchestrale très originale qui doit son caractère particulier principalement à deux hautbois chinois, les sounas. Le rythme est d'une importance primordiale et les percussions très actives et entraînantes. Un tissu changeant à 16 voix de cordes, par moments à peine perceptible, réunit les parties rythmiques et les différentes séquences mélodiques. Le compositeur dit avoir été inspiré d'une expérience vécue lors d'un séjour aux Maldives : "… nous nous étions laissés entraîner dans le courant jusqu'au bord de l'atoll, jusqu'à un point où plusieurs courants se heurtaient pour former un tourbillon…" L'oeuvre d'Anders Hillborg présentée à la TIC était exécutée par l'Orchestre symphonique de la Radio suédoise sous la direction de Mark Wigglesworth. La partition est publiée par le Centre suédois d'information musicale.
Viento negro (Vent noir) a été inspiré par la façon de jouer, ainsi que par la sonorité des violonistes indiens de l'Amérique du Sud. "Il existe, dans l'ancienne cosmovision des Inka, la tradition des 'quatre vents' : l'huayra muyu (vent circulaire), l'huayra puca (vent rouge), l'huayra ritu (vent froid) et l'huayra yana (vent noir). Ce dernier se réfère à la descente aux enfers et est également appelé "vent nocturne" ou "vent de la mort mystique". Daniel Vacs lui-même était le soliste dans l'enregistrement présenté par Radio Nacional FM (Argentine).D'autres oeuvres ont aussi été recommandées pour diffusion par les radios participantes réunies à Paris (voir liste au verso. Le Sous-Directeur général pour la Culture auprès de l'UNESCO, Mounir Bouchenaki, a remis aux représentants des deux radios la médaille Picasso-Miro de l'UNESCO ainsi qu'à M. Hillborg ; un chèque sera offert à Daniel Vacs.
Organisée par le Conseil international de la musique avec l'appui des organismes de radiodiffusion participants, la 49ème Tribune internationale des compositeurs a permis d'entendre des oeuvres présentées par 31 réseaux nationaux venant de cinq continents. Heikki Valsta, producteur à la Radio finlandaise, présidait la Tribune et terminait ainsi son mandat de 6 ans. Lors de la session finale du vendredi 14 juin, les délégués ont élu David Jaeger (CBC, Canada) comme nouveau président.Cette Tribune annuelle a pour but d'encourager l'échange d'oeuvres de musique contemporaine entre les réseaux de radiodiffusion. Par exemple, les oeuvres retenues lors de la session précédente (2001) ont reçu plus de 700 diffusions de la part des radios participantes et de réseaux affiliés à l'Union européenne de radiodiffusion (UER). Un certain nombre d'oeuvres ont de plus été jouées en concert public.
Le Conseil international de la musique organise aussi d'autres Tribunes dans le monde, dont la Tribune de musique arabe, la Tribune de musique d'Amérique latine et des Caraïbes (TRIMALCA), la Tribune internationale de musique électroacoustique et la Tribune internationale des jeunes interprètes. Ces deux dernières Tribunes ainsi que celle des compositeurs bénéficient de la collaboration de l'Union européenne de radiodiffusion. Toutes les Tribunes reçoivent le soutien de l'UNESCO. Pour son 50e anniversaire, la Tribune internationale des compositeurs se tiendra à Vienne du 2 au 6 juin 2003, accueillie par la Radio autrichienne et le Centre international de la musique (IMZ).
